94 MW Sembrano Wind Project

The rolling, sun-kissed Mt. Sembrano in Pililla, Rizal brings to mind the allure of a restful nap under the shade of a swaying tree. Cogon grass fields undulating from a steady breeze complete this idyllic picture. It is precisely because of these winds that the 102 MW Sembrano Wind Project of Alternergy Sembrano Wind Corporation (ASWC) is located on this mountain rise.

 

The Mt. Sembrano peninsula juts into the expansive Laguna de Bay. By examining the natural geography, ASWC determined that Mt Sembrano straddles the prevailing wind corridor. The Sembrano Wind Project will harness these winds to provide clean, renewable power to the Luzon grid.

 

Laying the Foundation

 

Originally designed as a second phase of the Pililla Rizal wind farm, Alternergy divided the original Wind Service Contract into two, with a separate Wind Service Contract awarded to ASWC by the Department of Energy in October 2009. Since then, ASWC conducted several technical studies to begin the development of the area.

 

The Sembrano Wind Project will harness these winds to provide clean, renewable power to the Luzon grid.

 

 

A CFD Modeling by Garrad Hassan (now DNV), the world’s leading renewable energy consultancy, confirmed the abundance of wind resources. Aerial Photogrammetry, Geotechnical Assessment and Logistics Transport were completed. Studies on Distribution Impact, Distribution Assets and Grid Impact led to an interconnection agreement with Meralco. Permits such as Right of Way along national roads for the interconnection was granted by the Department of Public Works and Highways. Meanwhile, Height Clearance was given by the Civil Aviation Authority of the Philippines and Line of Sight Clearances were obtained from telecom providers.

 

ASWC received a Certificate of Non- Overlap over the project site from the National Commission on Indigenous Peoples in 2013. ASWC conducted an Avian Impact Study and obtained an Environmental Compliance Certificate from the Department of Environment and Natural Resources and received clearance from Laguna Lake Development Authority, both being updated for an increased MW capacity. 

 

All Alternergy projects must have the support not only of the host barangays, but also of the local government and resident landowners. ASWC received endorsements from the Sangguniang Barangay of Halayhayin, Niogan and Quisao, the Sangguniang Bayan of Pililla, and the Sangguniang Panlalawigan of Rizal. A handful of landowners in the area have shown their support by giving ASWC Option Agreements to lease their lots for the construction and operation of the wind farm.

Alternergy has always sought clean, green solutions to meet the ever-growing demands of Luzon’s power grid, and the proximity of the Sembrano Wind Project to Metro Manila will ensure that it will have little to no grid constraint or transmission loss.
