99.2 MW Tanay Wind Power Project

The verdant, picturesque hills of Tanay, Rizal, have long served as inspiration for artists and weekend visitors. Tanay’s distinctly hilly and mountainous geography enables it to serve as an ideal spot for the creation of a new wind farm. 

 

Alternergy Tanay Wind Corporation (ATWC) is working hand-in-hand with the Rizal Provincial Government to put up the Tanay Wind Project on hilly properties owned by the provincial government at elevations of 300 to 600 meters above sea level. The Tanay Wind Project has a potential capacity of 99.2 MW and an estimated annual net generation of 252.9 GWh. 

 

Doing Things Right

 

ATWC was awarded a Wind Energy Service Contract by the DOE in May 2015, which gives 25-year concession rights to develop wind resources on provincial properties in Barangays San Andres and Cuyambay of Tanay, Rizal. 

 

ATWC sought appropriate permits to proceed with resource assessment studies. Certificate of Non-Overlap was issued by the National Commission on Indigenous Peoples for the proposed project site. Clearance from the Protected Area Management Board (PAMB) of the Kaliwa Watershed Forest Area, Height Clearance from Civil Aviation Authority of the Philippines (CAAP) for the 16 towers, together with a Sangguniang Panlalawigan Resolution by the Rizal Provincial Government all allowed ATWC to conduct wind resource assessment on their Tanay properties. 

 

Since 2019, an 84-meter meteorological mast below Mt Batulusong and a ZX300 LIDAR near Mt Bangkaan set up by ATWC have been measuring promising wind resource data. A preliminary energy yield assessment was analyzed by DNVGL. Transport logistics survey assuming 75-meter-long rotor blades from Bataan to the proposed site was conducted by Blue Water Shipping.

Endorsements for the Tanay Wind Project was given by the Sangguniang Barangays of San Andres and Cuyambang and by the Sangguniang Bayan of Tanay. ATWC secured the critical Environmental Compliance Certificate from the DENR for up to 96 MW to be located within the Multiple-Use Zone of the Kaliwa Watershed Forest Area. The proposed transmission route is a 30km long 115kV line to the Antipolo Substation of National Grid Corporation (NGCP).

Once further permits and extensive technical studies are completed, ATWC not only hopes to establish a reliable source of clean energy near the main power demand in Luzon, but also provide economic prosperity for both urbanites and locals of Rizal Province.
